Rosemary Makano, 2001 Fellow

Rose Makano

Rose is better described as a "professional hybrid", being a product of various disciplines. She holds a Master's degree in Public Policy Administration from the University of Missouri-St. Louis, USA; a BSc. in Agro-forestry from the University of Wales, Bangor in the UK; and a Diploma in Forestry from the Zambia Forestry College. In addition, she has certificates in Consulting Skills, Management Development, and Horticulture/Floriculture. She is currently pursuing her Ph.D. in Political Science (with emphasis on public policy administration) at the University of Missouri-St. Louis. Rose has worked as a Forester, Floriculturalist, and a Policy Analyst.

Prior to taking up her study program at the University of Missouri-St. Louis, Rose worked as a Principal Planner for the Ministry of Environment and Natural Resources (MENR) in Zambia, where she was responsible for the Ministry's strategic planning; program development on natural resource and environmental management; budget preparation; external resource mobilization for program implementation; coordination of institutional linkages with other government agencies, bilateral and multilateral funding agencies; management of the Ministerial information system; and provision of policy advice to the office of the Permanent Secretary.

Her latest contributions to the Ministry of Environment include the development of a National Forestry Plan, the Timber Export Policy, and updates to the Forestry Policy and the Forestry Act. She developed the National Bio-diversity and Strategy Action Program; the National Action Program on Desertification; as well as initiated and managed publication of a monthly Ministerial newsletter, "The Zambian Environment." This newsletter serves as a link for information exchange between the Ministry of Environment and the general public.

Rose has traveled extensively to represent the Zambian government at various international conferences. She was specifically responsible for the Convention on Biological Diversity (CBD), the Convention to Combat Desertification (CCD), and on issues concerning the Trade-Related Intellectual Property Rights (TRIPS) under the World Trade Organization (WTO) Treaties.

In addition, Rose served the Ministry as a Coordinator of the Rural Sawmills Revolving Fund Project; Chairperson of the Ministerial Loans and Advances Committee; Signatory for the Ministry's main account, and the Rural Sawmills Revolving Fund Project account; a member of the Ministerial Disciplinary Committee, and the Human Rights Committee; Parliamentary Liaison; as well as a Gender Focal Point.

In her private capacity, Rose has undertaken consultancy work with IUCN-The World Conservation Union; International Institute for Environment and Development (IIED), UK; and the Southern African Development Community (SADC) Plant Genetic Resources Centre. All her work has been published under these institutions.

Rose enjoys reading; gardening; and watching soccer, basketball and volleyball. She runs and plays badminton to keep fit.
